With that information and a series of Belushi headshots, Johnson took at least three grams of cocaine and believed that Belushi's ghost was visiting him to provide encouragement. Analysts point to the film's premise of a small private business obstructed by an arrogant, incompetent bureaucrat (Walter Peck) from a government agency (the Environmental Protection Agency).
